NEAD — New Era Advertising Display — is not just a tool for visibility. It’s a civic-aligned infrastructure system designed to restore lawful access to outdoor messaging in communities where it’s been eroded or overlooked.

While the homepage introduces NEAD’s framework, this page explores its deeper role in zoning compatibility, federal standards, and the public right to communicate. NEAD is built to work within — not against — the civic fabric of municipalities, offering a compliant, scalable solution for messaging infrastructure.

Whether you’re a city planner, zoning official, or community advocate, NEAD offers a pathway to reclaim messaging rights through thoughtful design and legal alignment.

NEAD aligns with both federal and municipal zoning standards, offering a scalable alternative to traditional billboards. It supports community messaging and civic engagement while preserving aesthetics and legal compliance.

This isn’t just a display — it’s a new classification of civic infrastructure. NEAD bridges the gap between visibility rights and zoning realities, giving municipalities a lawful, design-conscious tool for public messaging.

NEAD is not a proposal. It is a system — implemented, operational, and aligned with existing zoning and federal standards. This is not about seeking permission; it’s about recognizing what already exists. The opportunity now is codification: to steward a national infrastructure that reopens the lawful path to visibility, messaging, and civic clarity. From coast to coast, NEAD restores what was always meant to be seen — and as it is applied, codification becomes a natural next step in civic alignment.

About Us

NEAD was founded by Rick Engley of Gotcha Covered Media, a real estate developer with over 30 years of experience in Outdoor Advertising — particularly across the West Coast. Since 1995, Rick has been immersed in the complexities of sign codes, zoning ordinances, and the legal frameworks that shape visibility rights.

His journey includes navigating Conditional Use Permits, Special Use approvals, and even unpleasant lawsuits over billboard legality. Through it all, Rick stored a lifetime of lessons — watching amortizations sweep across states, billboard bans multiply, and communities push back against infrastructure that felt out of place.

But Rick uncovered a critical truth: communities weren’t rejecting advertising — they were rejecting the industrial look of steel billboard structures. Style and messaging could coexist. What was missing was a system that made that coexistence possible.

Once bans were enacted, the doors to discussion remained closed. The opportunity for lawful visibility hibernated, waiting for infrastructure that could meet civic and aesthetic standards. With thousands of codes across the country, the conversation was nearly extinct — until now.

NEAD is that system. A patented, civic-aligned infrastructure that reopens those doors nationwide and enables codification once again. When you have NEAD, there’s no need to reopen the old debates. The door is already open — to a new era of outdoor messaging.

NEAD is a new classification of visibility infrastructure that aligns with federal and municipal zoning standards. It offers a scalable, lawful alternative to traditional billboards — supporting community messaging, civic engagement, and aesthetic integrity.
